Key Structure & Leadership
Role: The Executive Board establishes regional strategies, assesses drug trafficking threats, oversees multi-agency initiatives, and supervises the program’s Executive Director (Andrew Deserto).
Fiduciary Agent: The City of Independence, Ohio and the City of Brooklyn Heights, Ohio, serve as the fiscal and fiduciary agents for the program. The City of Independence staffs criminal intelligence analysts and IT specialists who ultimately report through administration to the board.
Composition: It brings together an equal number of regional federal representatives (such as the DEA, IRS, U.S. MARSHALS, HSI, ATF and FBI) alongside state and local leaders (including county sheriffs and local police chiefs) to ensure collaborative oversight across Ohio, Western Pennsylvania, and Northern Kentucky.
