In law enforcement, event and target deconfliction is a safety and coordination mechanism: before officers conduct a raid, surveillance, or undercover buy, they submit basic details (who, where, when, target type) to a shared system. If another agency has an active operation involving the same person, address, vehicle, phone, or other target, the system flags a match — a “conflict” — and both agencies get notified so they can coordinate. The core goal is preventing “blue-on-blue” incidents, where undercover officers or agents from different agencies unknowingly cross paths and mistake each other for suspects.

The system functions strictly as a pointer index — it doesn’t share full case files, investigative details, or narratives between agencies. It just flags that a possible match exists, and then it’s on the officers or supervisors involved to contact each other directly and sort out the overlap. That “pointer, not case-file” design is deliberate — it protects operational security (nobody wants their whole investigation exposed to another agency by default) while still catching dangerous overlaps.
